The establishment of the Model Degree College is a part of the proactive measures undertaken by the Government of India to expand higher educational facilities and ensure that all states in the country meet the national average of Gross Enrolment Ratio (GER) in higher education. To fulfil this, the Central Government has launched an important scheme, ‘Scheme for Financing New Model Colleges in Educationally Backward Districts (EBDs)’, which is essentially a motivational mechanism for state governments to improve educational outcomes in underserved districts by providing appropriate financial assistance. Under this scheme Government of Assam established five Model Degree Colleges in the year 2017, and all these Model Degree Colleges were named after Pandit Deendayal Upadhyaya, a great thinker, philosopher, sociologist and politician of the country. The Government of Assam, in its second phase, established six new Govt. Model Degree Colleges in the year 2020, which were later renamed as Govt. Model College. Pandit Deendayal Upadhya, Govt. Model College, Katlicherra is one of these six newly established Government Model Colleges.

Pandit Deendayal Upadhyaya Government Model College, Katlicherra, Hailakandi was proposed to be built at Sultanicherra Garden under South Hailakandi Constituency, which is about 48 km far from Hailakandi, the district headquarter and 33 km from Lala town. The transport and communication facilities of the area are adequately developed, and the college is well connected to district headquarter and other parts of the Hailakandi district. Although the permanent building of the college is yet to be constructed, it starts functioning profusely at a temporary venue located in Jamira High School Campus. The majority of the villagers residing around the college are educationally and finically backward. The college is a blazing light in this educationally backward and interior region which will empower and enlighten the learners. It being the only college, the ambitious students can see a ray of hope to pursue higher studies which was earlier a dream they cherished. Now they can mould their future in this holy shrine of learning. The College has started its journey only with faculty of Arts comprising of eight departments viz, English, Bengali, Economics, Political Science, History, Geography, Education and Mathematics. The college has opened its doors for the first batch of students from the academic session 2020-21. After successfully completing the first academic session, the college has started its admission process for Higher Secondary 1^st Year (Arts) and B.A. 1^st Semester for the academic session 2021-22.
