It gives me immense pleasure to welcome you to Pandit Deendayal Upadhyaya Government Model College, Katlicherra. The establishment of this institution in 2020 by the Government of Assam under the Rashtriya Uchchatar Shiksha Abhiyan (RUSA) is a significant milestone for the people of Katlicherra in particular and Hailakandi District as a whole. The college represents an important initiative of the Government of Assam to expand access to quality higher education and create greater educational opportunities for students in this region.

The establishment of the college is the result of the sustained efforts of the Department of Higher Education, Government of Assam, and RUSA, Assam. I am proud to acknowledge the collective contribution of all those who worked towards making this institution a reality. The college opened its doors to its first batch of students in the academic session 2020–2021, marking the beginning of a new chapter in higher education in the region.

During its initial phase, the institution focused on providing education in the Arts stream. With the successful commencement of our first academic session and the continued support of our stakeholders, the college has steadily progressed towards fulfilling its academic objectives. Our endeavour has always been to provide affordable, accessible, and quality higher education to students, while creating an academic environment that encourages excellence, discipline, intellectual growth, and responsible citizenship.

The broader vision behind the establishment of the college is to provide students from this region with opportunities for higher education comparable with those available in leading institutions across the country. We remain committed to developing an institution that promotes academic achievement, critical thinking, creativity, ethical values, and holistic personality development while ensuring that higher education remains accessible to all sections of society.

The permanent campus of the college is proposed at Sultanicherra in the southern part of Hailakandi District. Sultanicherra is situated approximately 43 kilometres from the Hailakandi District Headquarters and falls within Katlicherra Tehsil of Hailakandi District, Assam. During the initial stage of the institution's development, academic activities were conducted from the temporary campus at the unused buildings of Jamira High School, including the Girls' Hostel and MSDP Building at Jamira Bazar, near National Highway 154. The temporary campus is approximately 3.5 kilometres from the proposed permanent campus at Sultanicherra.

Although the development of the permanent infrastructure has required time and sustained effort, our commitment to the students of this region has remained unwavering. We believe that students should not have to wait for opportunities to pursue higher education. The institution therefore continues to work towards strengthening its academic and infrastructural facilities so that students can receive quality education in a supportive and progressive environment.

The college offers Higher Secondary education in the Arts stream under the Assam Higher Secondary Education Council, Guwahati, as well as the Bachelor of Arts programme under Assam University, Silchar. The college has been affiliated with Assam University, Silchar, from the academic session 2020–2021. Through these programmes, we seek to provide students with a strong academic foundation and prepare them for higher studies, competitive examinations, employment, and responsible participation in society.

One of the greatest strengths of our institution is our team of qualified, dedicated, and enthusiastic faculty members. Our teachers are committed not only to classroom teaching but also to the overall academic and personal development of our students. Through continuous guidance, mentoring, assessment, and interaction, the faculty strives to identify the strengths and needs of individual students and support them in achieving their full potential.

The surrounding communities include many families for whom opportunities for higher education have historically been limited due to geographical, educational, and economic challenges. Although a number of middle and high schools are available in and around the region, access to higher education has remained an important concern. PDUGMC, Katlicherra seeks to address this need by creating a platform through which students can pursue higher education closer to their communities and continue their academic journey with confidence.

I consider it a privilege to be associated with this young and promising institution and to contribute to its development. Building a new institution is a collective responsibility, and its success depends upon the dedication of faculty members, administrative staff, students, parents, alumni, and the local community. With mutual cooperation, sincerity, and a shared commitment to excellence, I am confident that PDUGMC, Katlicherra will continue to achieve significant milestones in the years ahead.
